Mikfar, before Emperor Qinshihuang started to build the wall, there were already some other states that built the walls. It's said that the earliest wall was built by Chu State. Unfortunately, there is no historical record that stated who ordered to build the wall.

It was Shi Huangdi. He ordered the wall to be built in 214 B.C.
