What does exchange office opened means?

I ordered a dress from China and after tracking it ( RG238330642CN ) Beijing Exchange Office Opened but I cant understan what that means
Im Spanish so I dont know if this is and obvious and easy question and its due to language problems but anyways...

It is now at Beijing Capital Airport being checked by the customs, so the status shows "Exchange Office Opened". Your parcel is expected to leave in 3-5 days for Spain. Everything is normal. Be patient!
