Is he allowed to carry black tea and red chilli powder for personnel use?

If yes then how much in kgs?
My son is proceeding to china for MBBS.

Black tea and red chilli powder are allowed. Honestly, there is no detailed amount limit. It's just regulated that passengers should take personal goods limited to reasonable quantities for personal use. So it's the customs who decide whether you exceed the limit or not.
