Can I package commercial tooling in my suitcase and declare them on the form?

I'm traveling to china with parts to repair a machine, but we have no time to ship by air.

What exactly are they? I think it's better to put them in your checked luggage because I am afraid that you may not be allowed to bring them on the plane.
