I'm a Nigerian studying in India willing to transfer to a university in China, can i apply for visa here in India or i need to apply in my home country.

Adele, I assume that you have a residence permit in India, right? If so, you can apply from the CVASC office there, but it's likely that you will be asked for an interview during the application process.
