Will I be able to get VOA in GuangZhou, for purpose of visiting family member who is critically ill?

I am planning to visit my mother, who is critically ill in ICU in a hospital in GuangZhou. Can I get the VOA? I have all the supporting letters from the hospital.

Erwyn, in your situation, you can apply for the VOA with all supporting letters upon arrival.
