What improvemets happened to the government during the Han Dynasty?

Miguel, Han rulers learnt good lessons from the fall of Qin Dynasty. They didn't exploit the civilians too much. Instead, they implemented many good policies to improve the civilians' lives. They didn't go to war frequently and tax the civilian very much. I think this is why the society stablized and became prosperous during Emperor Wendi and Jingdi.
