the exit and entry administration told me to certify university certificate. i am trying to make a friend come to china with a busineess visa but i am being told to tell my friend to certify his university certifuicate in Ghana i will want to know where he can certify the school cert in Ghana since he has been told

If your friend wants to apply for a Z type, then he should find an employer first. The employer helps him get the work permit from local labor bureau and the invitation letter from duly authorized Chinese unit. Your friend needs to bring these two documents together with his passport, filled application form affixed with a recent passport to Chinese embassy to apply for the Z.
