When did people start celebrating the Dragon Boat Festival, also honoring Qu Yuan?

Joe, the festival has been held annually for more than 2000 years. It is said that the festival was created to commemorates Qu Yuan who suicided in the year of 278 BC. So I think people started to honor him after his death.

In 2008, the State Council made this festival as a holiday. Since then, Chinese people have begun to enjoy this holiday.
