The cheapest way no matter how long it will take? There is no train station in Shangri-la, so you have to transfer in Kunming. The travel time is about 33h by Z train and 44h by K train, while the latter (especially K473) is cheaper. The hard sleeper costs CNY513.5 and CNY814.5 for a soft sleeper. Then go to Kunming West Bus Station to take a direct long-distance bus to Shangri-la in 10h, at a cost of CNY208-249.

Late spring to early summer (May to July) and late summer to early summer (September and October) are best times to visit the area, when it is neither too cold nor too hot. The scenery is also very amazing with plants turn green and flowers begin to blossom.

To be honest, I don't think winter is a good time to that area with less to see, except white pure snow if lucky. Also, the spense is less than the high season too.
