Sierra, everyone had his/her own standards to judge whether the emperor was good or not. We can't just easily conclude an emperor was liked by its people or not. Take Emperor Xuanzong (Li Longji) for example. He made his country prosperous during his early reign. Later, he messed up with his son's concubine Yang Yuhuan and didn't do his best to rule his country. Treacherous court officials and army generals were appointed. Eventually, AN-shi armed rebellion occured and lasted for eight years. It led to the decline of Tang.
