visa applications by mail take 10 working days, does that cover mailing time or is that on top of the 10 days.if i send my application by mail from tweed heads nsw on 13/1/2016 will i receive it back before 10/2/2016i am posting my application from tweed heads nsw australia to sydney australia

Hi Gaeme, the mail application processing time starts from the time that the office receives all your documents and ends at the moment the office send your passport. Therefore, it does not cover the mailing time.The holiday schedule for the Spring Festival is not published yet. As a rule, it is likely to be closed from Feb. 7th to 13th. If so, the holiday does not influence your application too much. So taking the mailing time into account, I think it's possible that you can get your passport back before Feb. 10th, 2016.
