First, he led his army to defeated other states and finally unified whole China. During his reign, he also order to standardize written character, weights and measures and currency. All these measures greatly influenced later dynasties. And he also order to build the Great Wall to prevent the Hun's invision.

However, he burnt books and buried scholars alive to stop people thinking freely. And he enslaved many people to build palaces for him to enjoy his luxurious life. Before his death, a magnificent mausoleum was built. The civlians couldn't be able to make a stable life. Eventually, uprisings occured and his tyranny was overthrown.
