Calling China mobile number from Landline

Hi, how do I know if the mobile number I am calling from a landline is local or national? How do I know if I should prefix a 0 or not?

Chris, if it is a cellphone number, you just need to dial Exit number of your country and +86 and then the cellphone number. You needn't dial prefix 0.

Hi, thanks for this. I am actually referring to calling a chinese mobile number from a chinese landline.
I am deploying phone system in PRC and I would like to obtain a list of mobile number locations so I know what mobile numbers refer to which Location. I am looking for a full list so I can program the PBX. Thanks
