How to renew Travel Document

My friend is a British Passport holder and will be going to china for business, he has a travel document that was issued by Hong Kong and will expire on November 20, 2015. How can he renew his travel document here in the Philippines?

It doesnt have any name, but it is color black

If the travel document is issued by HK government, I'm afraid he has to go back to Hong Kong to renew this trvael document.
