Mary, you will land at Jinan Airport directly? If so, I think you needn't worry about this. Quarantine policy hasn't been implemented there. I go this information from a post on the internet. A guy brought his pet back to Jinan directly without quarantine. According to him, Beijing, Shanghai and Guangzhou Airports do require all pets should be quarantined.

Generally speaking, you are not allowed to visit your pet if it is under quarantine.
