Will be arriving at East Railway Station 18:10 on a Monday and have international departure at 23:00 can I get a Shuttle bus from East Railway Station or should I just get a taxi?

Oh, it's not necessary for you to take a taxi. You have enough time to go to the airport. There are direct airport shuttle bus at East Railway Station. The operating hours are from 05:30 to 21:00 with the interval of 15 to 30 mins. Duration is about 30 minutes if there is no traffic jam.
