Can one drive to the top of Snake Hill in Wuhan?

I will be there in November 2015. I would like to get to the top of Snake Hill and view the Yellow Crane Temple against the city background. I am not sure if I will be able to climb the hill due to a sore back. Thank you for your help. Terry
