Oh, these things are not that popular in that city. For tattoo kit, you can try to find them at Fengyutan Street; I heard there is a shop selling the machines. For ninjago, you can try South Huaihe Street.
Actually, I usually buy not-so-easy-found stuff on Taobao. It is very convenient and saves me time and money as well.Maybe you can try it too.1
