Shirley, if you plan to have it authenticated by Chinese consulate in New York, you should first have it notarized by a local notary public first. Then you have to have it authenticated by the Secretary of the State where it is executed (some states require that the document should be certified by the County Clerk first). Last, you bring the ducument to Chinese consulate that has jurisdiciton over your dwelling area. THe required documents are:
1. filled authentication application form.
2. original and a complete set of photocopy of the document that you want to authenticate.
3. For individual documents, one passport/driver license copy is needed; for corporate documents, a cover letter and one passport/ driver license copy of the legal representative of the company are required.
4. If your application is submitted by an agent, please complete Section 2 on the application form and include one copy of the agents' passport/driver license.
You can't get it on the spot. It usually takes four working days. You will get a receipt after your application is accepted. Just come on the appointed date to collect your materials. If you really need to get it urgently, you need to ask for rush service. If the consulate approves your request, then you will get it on the same day when you submit. However, extra money is charged. It costs 25USD for regular service. Extra 20 USD is required for express service. For rush service, extra 30USD is needed.
