About:72-Hour Visa-Free Transit

Can a French passaport holder have a 72 hours visa? and also, he can leave the airport?

The flight is oct 11 SFO beijing - oct 12 beijing tokyo. Thanks!

Yes, he can have it and he is allowed to leave the airport during the layover.
