Yuu, if you apply in Japan, I think you can only get a single entry L type which is valid for 3 months. It's almost impossible for you to acquire 6 or 12 months multiple L type in a third country, especially you don't have long-term resident permit there.

Nope, the earliest time you can submit the application is three months before you enter mainland PRC.
