Commerically made and wrapped chocolate candies allowed through customs?

I have need to bring into China commercial produced small, single portion wrapped chocolates as gifts to those I am meeting with in the tour and travel program I am involved in. Is this allowed and is there a limit as to quantity? I hate to pack 400 small chocolate candies into my suitcase only to declare them upon entry and have them confiscated as a banned item. Hate to show up empty handed when I visit.

Clark, chocolate candies are allowed. I think you should put them in your check-in luggage. And there is no need to declare them when you arrive.
