Ayubowan! I want to know how to apply a entry permit to travel to China for tourism related fair.

I am an employee of a Tourism Board approved Travel Agency in Sri Lanka and my agency name is Asian Footprints and we are planing to travel to Beijing on 27th & Shanghai on the 29th to participate in to Universal Tourism Exhibition.

I am travelling for the first time with my colleague and I have requested for an invitation letter from the organizer in order to submit it to the embassy and they informed me to get my license issued by tourist board to be certified by the foreign ministry and the same approval to be given to the PRC Embassy and get it endorsed and send this approval to the organizer so that they could send me an official invitation with the Chinese government endorsement on it and this way I would be able to produce the same to you along with my VISA application

So my question would be is this the way to obtain the entry permit?? if so How?? and where?? should I submit my foreign ministry approved tourist board license to get your approval ?? And what would be the time period that you would take to approve the same and give to me?? so that I could send it to my organizer to receive an invitation letter from them so that I could proceed the same to you and finally Is there any payment involved in this ??
