About:Hong Kong Visa Policy

Is one address in Shanghai can apply for Hong Kong transit visa?

Im angolan studant in zhejiang province, I need to apply one transit permit for three hours, becouse my ticket is from Hong Kong to Madrid, can apply it Shenzhen? in the Hong Kong immigration?
