Additional passport photo needed with visa?

My passport was returned to me with my entry permit to enter China but not with the additional passport photo stapled into the passport. Was this needed? The individual I'm traveling with had his passport sent back to him with his completed entry permit and one of the photos he included with his application, stapled inside the visa.
