I read that you could not rent a bicycle if you are 70 or older does this apply to renting bicycle on the city wall.

As I know, people in their 70s can rent a bicycle on the city Wall. I had been cycling on the wall for several times, and I see a lot of seniors cycling there, too. So it will be fine for you, too.
