Can we apply without getting back to Pakistan?

My son and daughter get admission in china medical university Shen yang and received university aproved application for china visa and join university on 13 august, 2015.

I am from Pakistan and living in Qatar for last 16 years and my children got all education from Qatar. when i submitted application for X type of my children in Qatar chinese embassy, the embassy officials not granted and advise to apply from Pakistan.

It will be very costly and delay from opening ceremony on 13/082015 if I will go to Pakistan with children, pls inform it can be posible to apply from Qatar? where i have provided all supporting documents from Qatar like medical and police certificates?

It's a bit weird. You live in Qatar for 16 years. I guess you have valid resident permit, right? If so, you should be able to apply in Qatar. Did you submit your valid resident permits? I personally think that you might find a local agency and ask them to help you apply. It's another way. But I can't guarantee that the agency can apply X types successfully.

Thanks for your reply , sure i have resident permit and my all faimly memebers have resident permit.
But officer of china embassy advised to apply from Pakistan for X type of children .

Saleem, then I can't figure out the reason that they didn't accept the applications. They should not have done so.
