changing working visa to q1 type

I have currently a working Z type which will expire soon and I want to change it to Q1 type. Can I do it in China? If not can I apply for Q1 type in HongKong?Max

Yes, it is possibe to so do within mainland. If you fail in getting the Q1 type, you can perhaps have a try in Hong Kong, but the chance is not big.
