can i enter China on a tourist visa and then apply for a Temporary Resident Permit

No, you can't. The temporary residence permit is only issued to those who enter on S1, Q1, X1, or Z types.0

If you have come as a dependant on a tourist type, you could use your marriage certificate and spouses work permit and residence permit to change into a residence permit.0
