Because my employer started the my work permit application in October 2014, the date that says I will be there working is from Oct 2014 to Oct 2015. The actually permit was issued in March 2015. I am applying for my Z type in August 2015. Can I still use this work permit to apply for a Z now?

Scott, the work permit is usually valid for six months. So you still can use it to apply in August.
