Tandem bicycle ride

I've read that tandem bicycle ride forbidden around West Lake. Is that true?
Is it easy to find the Smart Card Center around West Lake?

Yes, tandem bikes have been forbidden there since February of 2014. But there are still quite a lot normal bikes.
As for smart card Center, there is one at Inn Time Department Store West Lake Branch. It is at No.25, Dingan Rod.
