Ivy, are you Chinese? If so, you should visit Chinese consulate in Toronto to apply. Yes, now visa matters are done by the CVASC branches. The consulate is located at 240 St George st Toronto ON M5R 2N5. Usually, the documents you should provide are:
1. finished application form;
2. a recent six months passport photo (48mmx33mm);
3. original passport and copies of your original passport information pages and all pages with records and stamps;
4. your valid resident permit in Canada.
