Does customs charge duty on personal items of clothing?

Are foreign students required to pay duty on personal items of clothing that they receive as a gift. Example the parent of a student may send them clothing.

WhyB, it depends on how many clothes you send and where you send the clothes too. You know, the customs in some places are very serious. They check anything even "gifts". If they find out you send too many clothes, then they may impose tax.
