Yes, Vitoria peak is a mountain scenic area, and the tower is located at the top point of the scenic area. Up in the tower, you can have a paramoma view of whole city.

The madame tussauds is located in the Victoria peak scenic area. From Tsim Sha Tsui Station, you can take the MTR Tsuen Wan line to Central Station. Then take the Exit K and walk to peak tram station. Do not worry, after you get out from the MTR Exit, there are signs in English indicating the direction about the few mins walking rouote.

Then take a tram up to the mountain, which helps you save much energy.
