Hi, I am arriving from Beijing to the North Railway Station during day time Afternoon and need to go to Xinghai Park. Any Suggestions, how can I get to Xinghai Park while using the easiest urban transit (Light rail, direct bus), as I am not local and cannot speak Chinese, actually its my first time to travel in Dalian.

There is no direct transport mode, the subway cannot lead to the park and the bus needs transfer several times. As you mentioned, you visit there first time and you cannot speak Chinese, I suggest you to take a taxi. The fare would be about CNY45 – 50.

Is there any direct train or bus from North Railway Station to DL Railway Station?

There is no direct train, but there are direct buses running between these two railway stations. The bus has no bus number, and it is a bus line called DL Railway Station – Kaifaqu (大连火车站-开发区). You will find the bus stop in front of south square of the north train station.
