About:China Visa Exemption

If transit visa required for short period less than 24 hrs.

I am holding Indian Passport & going to Calgary, Canada via Shanghai. My lay over time in Shanghai is 13 hrs. Can I go out side the airport to see the city.

You are not required for a transit type if you transit less than 24 hours. If you want to exit the airport, you should apply for the stay permit when you arrive. It's a stamp on your passport which enables you to get out.
