Where can I purchase a phone sim card at the Hangzhou International Airport?

Well, as I know, there is no service counter that provides phone sim card. Upon landing, you need to go to downtown area and buy one.
But this airport has many free multi-media phones for you to choose. You can use it and contact with your friends.

Is there a shop that sells phone sim cards (with data) near the Zijingang campus of Zhe Jiang University?

Yes, there are some China Mobile branches nearby your campus that provide sim cards.
One is located at Building No.45, City North Trade and Business Garden. You can go and see.
