Do I need to declare used Childrens clothing I'm bring for a friend?

I'm a Canadian with a Chinese residency permit. I'm returning from a trip home with some clothing that might fit a friend's child, and a few bottles of cheap perfume for her. The maximum possible value could be $200. Can I declare nothing?

Wyatt, you can take these children clothes and there is no need to declare them at the customs.
