About:China Visa on Arrival

could he can have a short visa to China mainland from HK directly?

My customer is a french citizen and having a HK permanent identity card.

Yes, he can. As he has the HK ID card, he can apply for the mainland entry permit from the Commisioner Office of PRC Foreign Affairs Ministry.
