Chinese tourist visa changed to Z type for American in Hong Kong

I'm wondering if I can enter on a tourist type and go to Hong Kong to apply for the Z type in Hong Kong? My company says I will need to return to America to change it, but I don't want to do that.

Kirtland, your company is probably right. As you don't have HK residency, you may not apply for mainland entry permit from Hong Kong. If you hire an agency, there is some chance to get it, but still not for sure.
