What is the local delect used in Yinchuan?

Will people understand English or do I need to know Mandarin fully?

Most of people there speak mandarin, just few of them use their dialect still, so you don’t need to worry about that. As for English, I’m afraid most people cannot understand it. You do not need to know mandarin fully, just simple Chinese for daily conversation is ok.
