Can one apply for the Z visa in any Chinese embassy?

Hi! I'm originally from Finland but living temporarily in Mexico. Can I apply in the Chinese embassy in Mexico City?

Yes, you can apply from Mexico. If you have a work permit or residence permit there, the chance for you to get it is bigger.

If I'm in Mexico on a tourist type is it still possible to apply there?

Thank you. If I'm not able to get the work type in Mexico, can I go to China on a tourist type and change that to the work type once in China? I've heard people doing this.

Yes, some people would do this and they succeed. You can have a try but it's easier to apply for the Z type from outside China.
