Changing Z Visa to S2 type

My husband was let go from his job on May 31 but his Z type expires in August. I have a full-time job with a Z type. Can he change his Z to an S2 without leaving China? We don't have a lot of money to spare to go to Hong Kong. If so, will he be fined for staying in here after leaving his job?

Butters, it depends on local entry and exit management bureau. I think you should ask your husband to go there for consultation. However, he shouldn't tell them that he already quitted. It's ok for him to stay with his resident permit for employment as long as his employer didn't report him to the bureau.
