Portable Battery for travel

I read an above question and answer about portable batteries, they commented that they cannot be used in the air on the plane? Isn't that the point of having the extra charger? Is this really true?

Jess, it depends on which airline you fly with and what kind of seat you choose. Usually, economy class seats don't have the sockets so that your charger is useless. However, I don't think it is a problem. You can charge your phones, laptops and other appliance before you board the plane.
