Singapore passport, can I apply chinese work visa in Edmonton or do I need to go to calgary?

I have a Singapore passport and am in canada for holiday now. I have work matters suddenly and need to go china for 1-2 months.

I need to apply for work type entry permit for china. Can I visit china on tourist type then switch/process my Chinese work type when I am there?

Also if not, can I process it here in canada. Without going back to singapore? Simply because it is need it in a hurry, and don't want to fly back, and wait again. If i can settle it here, then I can fly directly to China.
