Open already or still under construction?!

Is this tower is open to the public already?
Can we watch the whole SH on the top of it?

As I know, it doesn't open to the public nowadays.
You can keep close attention on the opening date. :-)
If it opens, you can see the whole city on the top of it. The scenery must be awesome!
