Dose a Chinese infant born in the USA need a visa to travel to China with parents?

LK, does Chinese parent acquire green card or become a citizen of USA? If so, when did she achieve this, before or after the baby was born? If she acquired green card or American citizenship before the baby was born, then the baby should apply for a visa. If she acquired after the baby was born, then the baby should apply for a China Travel Document from the Chinese consulate.
