Can I get Chinese tourist visa in Sofia on 5 days?

I am Bulgarian citizen currantly living in Armenia, have valid passport and ID card. I will be in Sofia on July and want to apply for Chinese tourist type in Sofia for October. I have only 5 working days in Sofia. Can I get one during this period? May be I need to send application form via e-mail priorly ? Or to pay additional fee for express service? As I understand, is it free of charge for Bulgarians to apply?
