i HAVE HEARD THAT IF WE PURCHASE 4 TICKET OF HIGH SPEED TRAIN IN LEAN PERION SAY NOV DEC WE MAY GET HUGE DISCOUNT. IS IT RIGHT ?

Never heard this can happen to the rail service. If you mean flight, it is possible, but for rail, they usually do not offer discount at all.
